Recovering America’s Wildlife Act Left Out of 2023 Omnibus Package

The Association was disappointed to learn that in the final hours of negotiation, the Recovering America’s Wildlife Act was not included in the final language of the year end 2023 Omnibus package. The impasse had little to do with the contents of the legislative bill, which is widely supported, but the clock just ran out.

This bipartisan legislation would have dedicated $1.3 billion annually to state fish and wildlife agencies to implement their science-based Wildlife Action Plans and an additional $97.5 million for tribal fish and wildlife managers to conserve fish and wildlife on tribal lands and waters. This funding would have allowed state fish and wildlife agencies to implement proactive solutions to conserve over 12,000 species in greatest conservation need and prevent wildlife from becoming threatened or endangered without increasing taxes.

“The need for the Recovering America’s Wildlife Act is indisputable and the urgency never greater,” said Curt Melcher, Director of the Oregon Department of Fish and Wildlife and President of the Association of Fish & Wildlife Agencies. “The fact that this transformational legislation wasn’t included in the omnibus is not a reflection of the value of or support for the policy. Bold visions often take time to realize and we will be equally bold in our perseverance for this funding solution for our fish and wildlife and for future generations.” 

“The Association is so appreciative of the unwavering effort and unprecedented commitment of Senator Heinrich, Senator Blunt, Congresswoman Dingell and the conservation community to getting Recovering America’s Wildlife Act enacted in the 117th Congress,” said Sara Parker Pauley, Director of the Missouri Department of Conservation and Past-President of the Association of Fish and Wildlife Agencies. “Though we didn’t cross the finish line this year, we are looking forward to continuing the conversation in the New Year.”

“The bipartisan Recovering America’s Wildlife Act is the most important wildlife legislation in half a century, and we must find a way for it to pass. The historic legislation will empower states, Tribes, and territories to ensure that the full diversity of fish, wildlife, and plants thrive for future generations,” said Collin O’Mara, president and CEO of the National Wildlife Federation. “Inaction is the ally of extinction, and we will continue to push tirelessly to ensure that the bill does not meet the same fate facing thousands of species of wildlife and plants.”

Voyles, the former director of the Arizona Game and Fish Department and an ardent conservationist, joins the 16-member board which meets quarterly and oversees the operations of Pheasants Forever, Inc. and Quail Forever.

Voyles is a third generation native of Arizona who earned a Bachelor of Science degree in wildlife biology from Arizona State University in 1974. He served as a sworn peace officer during his entire tenure with the Arizona Game and Fish Department (AZGFD), which spanned nearly 43 years. In 2008, he was chosen to lead AZGFD as director and Chief Executive Officer, overseeing nearly 700 employees and an annual budget of more than $100 million for nearly a decade until his retirement in July 2017. He ended his career as the second-longest tenured game ranger in the history of the department.

A lifelong outdoorsman and upland hunter, Voyles shares his outdoor passion with his wife of 47 years, Donna, and their daughter, Lena. The couple reside in Prescott, Ariz., and spend much of their time raising and training English pointers. Each year, late September and early October find the family in Plentywood, Montana, chasing sharp-tailed grouse, Hungarian partridge, and pheasants. In November, Voyles turns his attention to quail in the Southwest, traveling through Arizona, New Mexico, and Texas in pursuit of Mearns’, scaled, Gambel’s, and bobwhite quail.

Demerle Tops Air Rifle Events During CMP’s 2022 Monthly Match League

The Civilian Marksmanship Program’s (CMP) 2022 Monthly Matches season has officially come to a close. With all six air gun matches in for the year, winners of the Monthly Match League are now able to be awarded.

The Monthly Match League is designed for those air rifle or air pistol athletes who fire in four or more CMP Monthly Matches – held simultaneously throughout the year at the Gary Anderson CMP Competition Center in Ohio and the Judith Legerski CMP Competition Center in Alabama. The top five individuals in Junior 3×20 Precision/Sporter and Open 60 Shot Air Rifle/Air Pistol events earn prize money based on the number of participants. Places first through third also earn plaques for their performances.

The Monthly Match League saw nearly 900 entries in 2022, with $1,925 distributed amongst overall winning athletes.

Katrina Demerle led the 3×20 Precision and 60 Shot Rifle categories.

Leading in the 3×20 Precision event was Katrina Demerle, 17, of Hamilton, OH, with an average score of 595.0. She competed in all six offered Monthly Matches and received $175 for her overall League win.

Demerle also returned to nab first in the 60 Shot Rifle event, with an average score of 622.38. For her win, she earned $200.

CMP Welcomes Two New State Directors: Oklahoma and Illinois

The Civilian Marksmanship Program (CMP) would like to announce the addition of two new assisting State Directors: Rachael Miller-Lansdown and Master Chief Dan Hackstein (United States Navy, retired). Miller Lansdown will be joining current Oklahoma State Director George Tabor, while Hackstein will team up with Illinois State Directors Tina and Raymond Odle.

The CMP State Directors are representatives who help boost marksmanship programs by providing leadership, resources, program information, coordination, networking, motivation and publicity for marksmanship activities within their respective states.

Rachael Miller-Lansdown – Oklahoma State Director:

Rachael Miller-Lansdown lives in Jenks, Okla. She began in highpower service rifle around nine years ago with her husband, Allen. Her first competition experience was at CMP’s Oklahoma Travel Games where she fired in the Garand/Springfield/Modern/Vintage Military (GSMM) matches. She has since collected several marksmanship achievement pins and even made the Congressional 30 at the Talladega 600 Match.

She currently oversees the CMP Highpower Across the Course Matches at nearby Red Castle Gun Club and has completed the first level of Range Officer certification.

Congressional Budget Bill Increases Funding for Public Lands Management, Addresses Threat of Chronic Wasting Disease

$1.7 trillion omnibus bill would fund federal government through end of fiscal year 2023

WASHINGTON – Early this morning congressional leadership released a $1.7 trillion bipartisan omnibus spending bill for fiscal year 2023 that includes some increases for public lands management agencies, as well as funding for Interior Department programs that conserve fish and wildlife habitat. The bill also authorizes funding to address the threat of chronic wasting disease.

Included in funding for the Interior Department is a 7.5% increase for the U.S. Fish and Wildlife Service, including an increase of $23 million for the National Wildlife Refuge System over last year, as well as an increase of nearly 6% for the Bureau of Land Management. The North American Wetlands Conservation Act would receive $50 million, and $81 million is allocated for sage grouse habitat conservation. An additional provision would close loopholes for conservation easement tax incentives, protecting the integrity of easements that help consolidate inholdings and leverage Land and Water Conservation Fund projects, securing public access to landlocked public lands.

Backcountry Hunters & Anglers is encouraged by the bill’s release and commended decision-makers in Congress for their commitment to including strong conservation measures and addressing hunter and angler priority issues.

SAF VICTORY: FEDERAL JUDGE DECLARES CA FEE-SHIFTING UNCONSTITUTIONAL

BELLEVUE, WA – A federal judge has declared California’s controversial “fee-shifting” tenet of the state’s new gun control law to be unconstitutional, and permanently enjoined the state from enforcing this provision, known as Section 1021.11.

It’s a victory for the Second Amendment Foundation and its partners in their lawsuit challenging the statute. SAF founder and Executive Vice President Alan M. Gottlieb said this is a major setback for the gun control extremism that has been running rampant in California. The case is known as Miller v. Bonta.

“Christmas came early for Golden State gun owners and rights groups everywhere who find it necessary to challenge the state’s restrictive firearms regulations,” Gottlieb said. “Section 1021.11 would have penalized gun rights groups, and their attorneys, for having the courage to take the state to court.”

SAF was joined by the San Diego County Gun Owners Political Action Committee, California Gun Rights Foundation, Firearms Policy Coalition, Inc., John W. Dillon, Dillon Law Group, P.C., George M. Lee, Gunfighter Tactical, LLC, John Phillips, PWGG, L.P., Ryan Peterson and James Miller, for whom the case is named. Representing SAF and its partners are attorneys Bradley A. Benbrook at the Benbrook Law Group, PC and David H. Thompson at Cooper & Kirk, PLLC. 

In his ruling, U.S. District Judge Roger T. Benitez observed, “This Court concludes that the purpose and effect of § 1021.11 is to trench on a citizen’s right of access to the courts and to discourage the peaceful vindication of an enumerated constitutional right. Because the state fee-shifting statute undermines a citizen’s constitutional rights, it is this Court’s role to declare its invalidity and enjoin its threat.”
