President Biden’s Investing in America Agenda Provides $50 Million for Water and Energy Efficiency Projects

Bipartisan Infrastructure Law investments will fund water conservation and renewable energy projects

WASHINGTON — The Department of the Interior today announced the availability of up to $50 million for water conservation and efficiency projects as part of the President’s Investing in America agenda to enhance the resilience of the West to drought and climate change.

Funding from the Bipartisan Infrastructure Law will boost the Bureau of Reclamation’s Water and Energy Efficiency Grants Program, which provides funding for projects that result in quantifiable water savings, implement renewable energy components, and support broader resilience and sustainability benefits. These projects conserve and use water more efficiently; increase the production of renewable energy; mitigate conflict risk in areas at a high risk of future water conflict; and accomplish other benefits that contribute to sustainability.

The announcement today was made following the release of the Fifth National Climate Assessment, an annual report assessing the science of climate change, its impacts, and our options for reducing present and future risk. This is part of an overall $100 million the Bureau of Reclamation is announcing this week for water infrastructure upgrades that advance drought resilience in the West.

“In the wake of severe drought conditions throughout the West, the Department is bringing every tool and resource to bear — including significant investments through President Biden’s Investing America agenda — to help build community resilience to drought and climate change for generations to come,” said Secretary Deb Haaland. “Through today’s funding announcement, we are working to advance innovative solutions for water conservation and climate resilience.”

USA Shooting 2023 Parapan American Games Roster

Ten Paralympic shooting athletes are headed to Santiago, Chile, to compete in the 2023 Parapan American Games Nov. 18-21 in the hopes of medaling for Team USA.

The 2023 team consists of seven rifle athletes and three pistol athletes. Four of the team members are Tokyo 2020 Paralympians and seven are returning for their second time at the Parapan American Games.

Among the returning athletes is Kevin Nguyen, 2019 Parapan American Games champion in R6 mixed 50m rifle prone SH1. Nguyen is also a Tokyo Paralympian and a Staff Sgt. in the U.S. Army Marksmanship Unit (USAMU).

Taylor Farmer is also returning as the reigning champion in R3 Mixed 10m Air Rifle Prone SH1 alongside Stetson Bardfield, 2019 champion in R5 Mixed 10m Air Rifle Prone SH2, and Mike Tagliapietra, 2019 champion in P1 Mixed 25m Sport Pistol SH1.

Of the 2023 athletes on the roster, four have ties to the military. Nguyen and John Joss serve with the USAMU, and Marco De La Rosa and Robert “Nick” Beach served in the Marine Corps.

2023 Bear Season Results Show Drop In Total Harvest And Hunter Success Rates

MADISON, Wis. – The Wisconsin Department of Natural Resources (DNR) today announced preliminary results for the 2023 bear season. The 2023 bear season harvest is well below the recent annual average of approximately 4,000 harvested bears, representing the lowest yearly bear harvest since 2008.

Wisconsin bear hunters harvested 2,922 bears during the 2023 black bear season, a marked decrease from the 4,009 bears taken by hunters last year. This decline was observed across the state, as the bear harvest fell short of respective targets in all management zones.

Similarly, statewide hunter success dropped to 23%, down from the recent 5-year average statewide hunter success rate of 32%. Hunter success rates in individual zones varied from about 60% in Zone A to about 5% in Zones E and F.

“This fall saw a remarkably high acorn crop across much of the state, and this abundance of natural food typically results in reduced hunter success rates as hunters’ baits are less effective,” said Randy Johnson, DNR Large Carnivore Specialist. “Almost all of the anecdotal reports I heard from bear hunters this fall mentioned the incredible abundance of acorns and other natural foods in the woods. It is difficult to predict when these bumper acorn crops will occur, but when they do, the impact on bear hunting is unmistakable.”

Harvest data indicates Zones A and B, in the northern and northeastern parts of the state, were less impacted than other areas, with hunter success rates closer to average at 59% and 50%, respectively. Zone C, located in the central part of the state, fell well short of its harvest target, with below-average hunter success rates as well. Similarly, in the northwestern area of the state, Zone D saw well below-average harvest and hunter-success rates. The drop in Zone D is likely due, at least in part, to recent management actions intended to reduce bear populations in this area, combined with the abundance of natural foods available this fall. Finally, Zones E and F, encompassing most of the state’s southern areas, saw declines in average hunter success rates and total harvest.

Huachuca Gould’s Chapter Raises Funds for Turkey Hunters Care Program

EDGEFIELD, S.C. — The National Wild Turkey Federation Huachuca Gould’s Chapter recently organized a “Pint Night” at Tombstone Brewing West End in Sierra Vista, Arizona, to support the Turkey Hunters Care program.

Tombstone Brewing Company donated a portion of the proceeds from beer sales on the busy Saturday night. Alongside the brewery’s donation, numerous prize packages were raffled to generate funds. The proceeds from this event and previous fundraising events will be utilized to provide Thanksgiving turkeys for 30 families facing hardship in Cochise County.

Over the past decade, the Huachuca Gould’s Chapter has donated over 2,300 turkeys, weighing in at approximately 33,500 pounds or almost 17 tons, through the Turkey Hunters Care.

“In partnering with the Tombstone Brewing Company, we hoped to have an event that was appealing to our loyal NWTF members, while also reaching outside of our traditional audience to help raise funds,” said Ryan Catlett, Huachuca Gould’s Chapter board member. “Tombstone Brewing was an awesome partner who bent over backward to support our Turkey Hunters Care Program.”

Set at the base of the Huachuca Mountains, Sierra Vista became home to a thriving population of Gould’s turkeys, successfully reintroduced by Arizona Game and Fish and the NWTF in 1983. The Huachuca Gould’s Chapter are proud stewards of one of the only huntable populations of Gould’s turkeys in the United States.

NWTF Hosts Military Family Fishing Day in South Carolina

EDGEFIELD, S.C. — The National Wild Turkey Federation Foothills Chapter and the South Carolina State Chapter recently held a successful Military Family Fishing Day at the NWTF headquarters in Edgefield, South Carolina.

“It was great seeing fellow veterans bring their families to this event,” said Nash Greene, NWTF regional director. “It is just a small token to show veterans how much we appreciate them. They raised their right hand and took an oath to defend freedom. As an Army veteran myself, I know all about the sacrifices we make when we enlist. So, the least we can do is show our respect and hold events like this family fishing day. Everyone was catching fish and having a wonderful time with wonderful weather!”

The day kicked off at 8:30 a.m., and the festivities continued until 1 p.m., with 65 attendees enjoying the stunning weather while catching bream, shellcracker, bass and even some substantial catfish.

“Without the help of the local county veteran affairs offices, and organizations like Hometown Heroes and Fallen Outdoors we would not have been able to reach so many,” said Gary Peters, NWTF South Carolina Wheelin’ Sportsman coordinator.  

Mike Glazier and his family fired up the grill and prepared hot dogs and hamburgers for the 65 in attendance and they were served by incredible volunteers, who truly went above and beyond to make the event special.

Lone Star Volunteers and Partners Allocate over $1.3 Million to NWTF Mission in 2024

EDGEFIELD, S.C. — The Texas State Chapter of the NWTF recently met in Marble Falls to review Hunting Heritage Super Fund project proposals for 2024. After the reviewing and ranking process, proposals were presented to and approved by the NWTF Texas Board of Directors. The state board budgeted $74,625 for conservation projects and $67,716.12 for other projects, including outreach-education events, state scholarships and youth shooting sports support.

NWTF award funding will be matched with over $1.3 million in partner funds for the approved projects.

“The NWTF mission is alive and well in Texas,” said Annie Farrell, NWTF district biologist for Texas, Oklahoma, Kansas and Nebraska. “From wild turkey research to public- and private- lands conservation to education and outreach programming, our volunteers across the state are working to ensure the conservation of the wild turkey and the preservation of our hunting heritage. 2024 is going to be another laser-focused year.”

The $74,625 for conservation projects include:

$30,625 to support Texas Parks and Wildlife Department habitat enhancement projects, including invasive species removal on Gus Engeling WMA, Matador WMA and Pat Mayse WMA, impacting over 1200 acres.$10,000 to support the Post Oak Savanna Prescribed Burn Association with the purchase of prescribed burning equipment.$15,000 to support NWTF’s Waterways for Wildlife Initiative ($10,000) and Habitat for the Hatch Initiative ($5,000).$10,000 for district biologist position support.$5,000 to support wild turkey research at Texas Tech University.$4,000 to support Eastern wild turkey restoration efforts in Texas.

In addition, $67,716.12 was approved to support education/outreach efforts in Texas, including JAKES, WITO, Wheelin’ Sportsmen, the Texas state scholarship and shooting sports projects. Specific project awards include:

Barnett’s King Rat Slingshots Call to the Heart of the Young Outdoorsman

The new contraption was so different from everything he had seen from classmates and neighbors. 

Mesmerized by the slingshot, he could not wait to kill some vermin with the “Pocket Full of Power.” Armed with marbles, David Barnett set out amongst the overloaded trash bins in the backyards of the local buildings as he set his sights on the numerous Black rats that scavenged in the area. 

“One day, I was in luck and hit one so square, it slid up against the wall and started screeching loudly, bouncing up and down until it finally froze still. As I walked over to it with the excitement of the kill, it started screeching loudly again, and to my horror, the ugliest and biggest black rat I had ever imagined ran in and started tearing it apart, 10 feet from me. Looking at me with a bald, fire-burnt red face, it hissed, unflinching and unafraid,” recalled David Barnett.

To this day, half a century later, he still remembers that day so vividly. It wasn’t long after that that the family business started to make slingshots. So, to commemorate the 60th anniversary of Barnett and to try to put this “demon” to rest, David Barnett has decided to relive the excitement of a young boy’s adventures with slingshots with the King Rat Slingshot designs.

This Week On “Hunting Matters”:Anthony Thomas: Australian Born Cowboy Now Texas Cattle Rancher Brings Locally Grown Beef to the Bayou City

 “Hunting Matters” welcomes Anthony Thomas of Thomas Cattle Co. & Catering

As the old Lone Star saying goes, real-life cowboy and cattle rancher Anthony Thomas wasn’t born in Texas, but he got here as soon as he could. As a kid, he dreamed of being a rodeo cowboy in Texas, raising cattle and owning a ranch. Now that he’s here, the ‘Aussie-Texan’ is working on getting his fellow Texans to eat better beef. 

In 2020, Thomas found his award-winning professional rodeo career sidelined by the COVID-19 epidemic. The pro rodeo circuit was dormant while the pandemic surged worldwide and Thomas began reassessing the road ahead with a young family to think of. 

After meeting his wife and settling in the Bayou City, Thomas established the Thomas Cattle Co. and began ranching west of the city, extolling the virtues of locally grown, chemical-free, ethically produced Angus beef. Thomas conveys the importance of buying directly from a ranch in Texas, cutting out the corporate middleman, and knowing where your beef is coming from. 

Thomas’ history as a teenage Australian ranch hand, butcher and later a bull rider touring the United States informed his current incarnation as a bespoke cattle baron. He has discovered that his decades of ranching, rustling and riding horses and bulls could give him an edge when it came to running his own cattle business.
