House Successfully Passes Infrastructure Bill, Helping Deliver Over $40 billion in Conservation and Access Funding

Late yesterday, the House of Representatives voted to pass the bipartisan Infrastructure Investment and Jobs Act (H.R. 3684), delivering a significant victory to the Congressional Sportsmen’s Foundation (CSF) and the sporting-conservation community. Having passed the Senate on August 10 on a strong bipartisan vote of 69-30, the Infrastructure Investment and Jobs Act awaits to be signed into law by President Biden.

For the last two years, CSF has been championing the sporting-conservation community’s infrastructure priorities through various Congressional policy briefings, numerous community sign-on letters, and direct outreach to members of the bipartisan Congressional Sportsmen’s Caucus (CSC). Most recently, CSF organized a letter that was sent to House Leadership, which was signed by more than 35 of the nation’s leading hunting and fishing organizations in strong support of the historic investments contained in the Infrastructure Investment and Jobs Act.

As a result of these efforts, this bipartisan bill will help provide over $40 billion in funding to support targeted fish and wildlife habitat conservation projects, enhance public access to our federal public lands, and help spur near-term job creation across the nation by:

Reauthorizing the Sport Fish Restoration and Boating Trust Fund: This investment will ensure that more than $650 million annually ($743 million last year) is provided to state fish and wildlife agencies for local fish habitat conservation as well as boating and fishing access through excise taxes generated by anglers and boaters.Establishing an innovative grant program to reduce wildlife-vehicle collisions and to enhance habitat connectivity: This provision will authorize $350 million over 5 years to help reduce the estimated one to two million annual wildlife-vehicle collisions. In addition to increasing human safety on the road, this legislation will help restore habitat connectivity for the species most cherished by sportsmen and women.Authorizing efforts to restore aquatic organism habitat connectivity:  This provision recognizes the importance of improving and restoring aquatic organism passage by modernizing culverts. As such, this bill authorizes $4 billion for a competitive grant program to replace, remove, and repair culverts to restore fish passage.Providing increased financial resources to restore our national forests: By including the Repairing Existing Public Land by Adding Necessary Trees (REPLANT) Act, H.R. 3684 will help the U.S. Forest Service reduce their 1.3 million acres planting backlog by removing the antiquated cap on the Reforestation Trust Fund.Increasing access to federal lands: The Infrastructure Investments and Jobs Act authorizes over $2.1 billion over 5 years to improve infrastructure that is owned and maintained by the National Park Service, Fish and Wildlife Service, Forest Service, the Bureau of Land Management, and the Army Corps of Engineers.Restoring Abandoned Mine Lands: This program provides over $11 billion to reclaim mines with the goal of restoring habitat for upland birds, elk, deer, and other important wildlife species.

“The passage of the Infrastructure Investment and Jobs Act is the culmination of years of hard work and outreach,” said CSF President and CEO Jeff Crane. “This historic bill would not be possible without the commitment and leadership of members in the bipartisan Congressional Sportsmen’s Caucus, who recognize the important role our nation’s infrastructure systems play in habitat conservation, hunting and fishing access, and our outdoor recreation economy.”

CSF will work with the Administration to ensure this bill is signed into law by President Biden.

Sportfishing Industry Benefits from Landmark House Approved Infrastructure Bill

Bill reauthorizes the Sport Fish Restoration and Boating Trust Fund and much more

Late Friday, November 5, the U.S. House of Representatives passed the historic Infrastructure Investment and Jobs Act, which includes $550 billion in infrastructure funding that supports some of ASA’s top legislative priorities that address conservation and sportfishing. These investments will create jobs, conserve the aquatic environment and preserve one of our nation’s most cherished pastimes. After passing the Senate earlier this year, the bill now heads to the desk of President Biden, who is expected to sign it into law.

“After many months of intense negotiations, the sportfishing industry is pleased that Congress has advanced many of our top priorities as part of the Infrastructure Investment and Jobs Act. These investments in fisheries conservation and access reflect the growing recognition among policymakers that outdoor recreation in general, and recreational fishing specifically, is a major economic driver,” said Mike Leonard, the American Sportfishing Association’s (ASA) vice president of Government Affairs. 

The Infrastructure Investment and Jobs Act includes provisions that directly benefit ASA’s membership including reauthorization of the Sport Fish Restoration and Boating Trust Fund. Funded in part by the federal excise tax on fishing equipment, the trust fund is the backbone of state-based aquatic resource conservation, benefitting all U.S. states and territories. Champions of the reauthorization were U.S. Senators Maria Cantwell (D-Wash.) and Roger Wicker (R-Miss.), and Representatives Debbie Dingell (D-Mich.) and Garret Graves (R-La.).

The bill also authorizes $1 billion for the National Culvert Removal, Replacement and Restoration Program, a landmark program that will address challenges with hundreds of culverts around the country that block upstream migrations of anadromous fish such as salmon, steelhead and sturgeon. Championed by Senators Cantwell and Wicker, this program will substantially invest in culvert restoration and benefit recreational fishing opportunities that are dependent on anadromous fish passage and recovery efforts.

Gov. Kemp: Remington Firearms to Locate Global Headquarters, Open New Advanced Manufacturing Facility, World-class Research and Development Center in LaGrange

Atlanta, GA – Governor Brian P. Kemp today announced Remington Firearms (RemArms), America’s oldest firearms manufacturer, will locate its global headquarters and open a new advanced manufacturing operation as well as a world-class research and development center in LaGrange, Georgia. Through these projects, RemArms will invest $100 million and create 856 jobs over a five-year period in Troup County.

Schachle Leads, Fairless Sets Perfect Score at 2021 Oklahoma CMP Games

OKLAHOMA CITY – At the Civilian Marksmanship Program’s (CMP) 2021 Oklahoma Games and Highpower Rifle Matches, past champion Keith Schachle, 63, of Brooks, Georgia, returned to the plains of Oklahoma after a year off from the event to claim overall wins in all of the Garand, Springfield, Vintage and Modern Military matches – including a new Oklahoma Games record score of 295-5X in the Modern Military course. His outstanding showing allowed him to later take home both the Three-Gun and Four-Gun Aggregate honors, earning yet another record in the latter, with a score of 1155-34X.

The 2021 Oklahoma CMP Games and Highpower Rifle Matches were held Oct. 17-24, at the Oklahoma City Gun Club. Over 400 entries covered the ranges in a variety of modern and vintage military rifle and pistol matches held throughout the week. The Highpower event added both team and individual service rifle matches for competitors, with the chance to earn EIC (Excellence-In-Competition) points.

Jimmy Hamilton used a M1918 Browning Automatic Rifle on the firing line.

Schachle made his first trip to the Oklahoma Games in 2019, where he claimed the Three- and Four-Gun Aggregates along with the Springfield and Garand Match events. The weather during that initial trip challenged him – with what he claimed to be the worst wind he had ever competed in, at the time. Luckily for competitors at the 2021 Oklahoma event, conditions greatly improved and even made for an enjoyable experience.

“It was probably the best weather we’ve ever had in Oklahoma,” said Steve Cooper, CMP’s education and training manager who has traveled to every Oklahoma Games since the event was added to the CMP schedule a decade ago.

Gere Goodenberger fired a Bren light machine gun, loading a single round after each shot.

The 2021 event happened to occur right after a stream of tornadoes hit the area, leaving a beautiful window of weather for competitors, staff and guests. Another occurrence that made the 2021 Oklahoma Games unique was the appearance of a few interesting rifles not commonly seen on the firing line during the Garand/Springfield/Vintage/Modern Military (GSMM) matches.

Easton Archery, the world’s largest arrow company, is expanding and increasing capacity at their Salt Lake City, Utah manufacturing facilities. Recent investments in people, equipment, and facilities have allowed Easton to greatly increase output to meet the demand for Easton products.

Brownells Donates 4% of Sales To SOWW Charity During Veterans Day Week

GRINNELL, Iowa (November 8, 2021) Brownells will donate a percentage of sales during Veterans Day week to Special Operations Wounded Warriors, a 501(c)3 charity dedicated to helping Purple Heart recipients of the Special Operations community.

Starting Monday, November 8, and lasting through Sunday, November 14, Brownells will track purchases made at www.Brownells.com and give 4% of those sales up to a total donation amount of $175,000 to the veterans’ charity.

SOWW’s main mission is to provide therapeutic outdoor experiences to wounded veterans from the various Special Operations forces of the United States military. SOWW also offers other services and counseling to both Special Operations veterans and their families.

Capt. Brian Barrera Details a Dynamic Gulf Coast Fishery

Shimano School returns on Tuesday, November 9, with another informative and entertaining event. JP DeRose hosts these live-streaming video seminars, featuring compelling topics and special guests from across the spectrum of the fishing world. Shimano School meets every two weeks and streams live on the Shimano Facebook Page and the Shimano North America’s YouTube Channel.

Capt. Brian Barrera headlines this edition of Shimano School to describe inshore fishing along the Texas Gulf Coast. Barrera operates the South Texas Saltwater Experience guide service, based on South Padre Island, and focuses his angling efforts on the Lower Laguna Madre. This pristine estuary is one of only four hypersaline ecosystems in the world. The semi-arid climate of south Texas, combined with only two freshwater inlets, maintains and enhances the bay’s salinity and produces a tremendous diversity of game species from redfish, tarpon, and black drum, to giant seatrout and snook. Whether it’s stalking the clear shallow grass flats for tailing redfish and seatrout, or experiencing his specialty of putting clients on big snook and tarpon, Barrera provides a Texas adventure like none other!

In this edition of Shimano School, Capt. Barrera will describe the opportunities and rewards of wading the Gulf Coast flats for supersized seatrout. As he opens his inshore playbook, Barrera will provide all of the presentation and tackle details that anglers need to succeed while stalking Texas gamefish on foot. Barrera will also detail how he uses the CURRENT SNIPER family of saltwater hard baits for targeting trophies on the south Texas flats. Virginia Wildlife Board Supports Expanded Sunday Hunting Opportunities

BISMARCK, NORTH DAKOTA — The Virginia Department of Wildlife Resources Board has adopted a resolution in support of expanded Sunday hunting opportunities. While bills to do exactly that have failed in three straight sessions of the Virginia General Assembly, the move sends a clear signal to state legislators.

“We are hopeful that another bi-partisan, pro-Sunday hunting bill is introduced when the next session opens in January, because this resolution gives us real momentum,” said Cyrus Baird, senior director of government affairs for Delta Waterfowl. “With a supportive Virginia DWR and a passionate legion of Delta members behind us, this presents a wonderful opportunity to fully open Sunday hunting to Virginians once and for all.”

In 2014, The Duck Hunters Organization was instrumental in opening Sunday waterfowl hunting opportunities on Virginia’s private and public waterways. However, Sunday hunting of other game can still only take place on private lands. And even for waterfowl, many areas remain off limits on Sundays, such as national forests, national wildlife refuges, military bases and certain wildlife management areas. The acres on which Sunday hunting in Virginia could expand total in the millions.

“Legislation that mirrors this resolution would certainly open new opportunities for duck and goose hunters,” Baird said. “But perhaps as importantly, it would clarify the regulations. It can be difficult for people to discern whether they can hunt ducks on this public area or that on a Sunday. Some WMAs allow it and others don’t.”

Members of Virginia’s DWR board are appointed by the governor, citizens of the commonwealth and knowledgeable of wildlife conservation, hunting, fishing, boating, agriculture, forestry or habitat.

DNR Pheasant Stocking Increases Hunting Opportunities This Holiday Season

Holiday Pheasant Stocking Expands To 25 State Properties

MADISON, Wis. –  The Wisconsin Department of Natural Resources (DNR) today announced the department will stock pheasant at 25 state properties in central and southern Wisconsin during the week of Dec. 20, 2021, to increase hunting opportunities throughout the holiday season.

The pheasant holiday stocking began in 2017 to provide pheasant hunters an additional opportunity to hunt during the holiday season. Five state properties were initially stocked in 2017 with another three added in 2018.

Pheasants are one of the most sought-after gamebirds in North America and due to continued interest and popularity among Wisconsin pheasant hunters, the DNR will stock 2,920 pheasants across 25 state properties over a two-day period during the week of Dec. 20. Pheasant season in Wisconsin runs until Jan. 9, 2022.

“We are excited to grow holiday stocking to 25 properties this year and offer more opportunities to hunt with family and friends,” said Kelly Maguire, DNR State Game Farm Manager. “The selected areas are located near population centers to provide accessible opportunities to as many holiday hunters as possible as well as areas that see high hunter use throughout the pheasant hunting season.”

Henry Raises Over $46,000 with Donation of 65 Rifles for 11-Year-Old Maryland Girl

Henry Repeating Arms is pleased to announce that a donation of 65 custom “Support 4 Sami” rifles raised a total of $46,700, all of which will benefit the family of 11-year-old Sami Bernadzikowski of Elkridge, Md. The money provides relief for the medical expenses incurred throughout Sami’s treatments for multiple congenital heart defects, including five open-heart surgeries and over thirty catheterization procedures.

The “Support 4 Sami” Golden Boy Silver lever-action rifles are a continuation of Henry Repeating Arms’ Guns For Great Causes  program, a charitable arm of the company that focuses on raising funds through firearms donations for individual sick children, children’s hospitals, active-duty military and veterans organizations, wildlife and habitat conservation efforts, and supporting other Henry partners. The program has raised over $250,000 for six families over the past two years.

6th grader Sami Bernadzikowski of Elkridge, Maryland is the latest recipient of Henry Repeating Arms’ Guns For Great Causes program, which raised a total of $46,700 for her family’s medical expenses.

Andro Corp. Industries (ACI), makers of American designed and made AR rifles, uppers, lowers, and parts, announce a partnership with Laura Burgess Marketing (LBM) to manage its press and writer relations. ACI was founded in 2014 by two individuals that brought their unique vision for the 2A community to fruition, starting in a converted garage.

Joshua Dewrell and Jason Wilcox brought their passion for shooting sports, deep experience in firearms retail and wholesale distribution, development and production in firearms and accessories, finance, gunsmithing, and tactical training together to form Andro Corp. Jessie Harrison Wins 22nd USPSA Ladies Open National Title

Bushnell®, an industry leader in performance optics, along with Hoppe’s, the No. 1 name in gun care products, is celebrating pro shooter Jessie Harrison’s recent USPSA Ladies Open National Title. Harrison won the title at the 2021 Infinity Firearms Race Gun Nationals, which took place at the CMP Talladega Marksmanship Park in Talladega, Alabama.

Harrison finished as Top Lady Overall and took first place in the Ladies Open Division at the match, as well as Top Lady Overall in the USPSA Open Division for 2021. The Ladies Open title is Harrison’s 22nd in her career. Competing against 27 of the best female shooters in the sport in the Open Division, Harrison held the lead for all three days of the competition. Throughout the match, she was equipped with her Bushnell First Strike 2.0 reflex sight and relied on Hoppe’s gun care products to keep her open-pistol primed for action.

Crank Up Success with the MONSTERBASS Seeker

Power fishing is defined as a “stick and move” approach to bass fishing that consists of rapid firing fast-moving baits in search of the most aggressive bass in the area.  A crankbait is the epitome of such a tactic, allowing anglers to quickly cover all depths of the water column in search of the “motherload” school of bass ganged up on a point or even scattered across a shallow flat.

Crankbaits come in an endless variety of depths, shapes, actions and sounds; yet, bass often get conditioned to seeing or hearing the same style of crankbait presented multiple times in a weekend.  When a new crankbait hits the market, bass often respond with aggressiveness.  Just such a new player in the crankin’ realm is the MONSTERBASS Seeker Series of crankbaits, available in 3 depth offerings: 6, 8 and 12’.

Savage Arms Presents the Savage Migration Series, a Tribute to the Passion of Waterfowlers

This video series follows four avid hunters as they seek out waterfowl across the country. Savage Migration showcases the unique challenges each hunter faces and how they adapt to new landscapes, set ups, and weather.

Serene River Bottom in Colorado: Water is scarce in Colorado, and that makes hunting migrating ducks difficult. Courtney Nicolson frequently hunts private land with on a section of the South Platte River that has been carefully managed to provide quality habitat. Hunting this honey hole with the landowner, Courtney helps a new hunter bag one of her first ducks.

Frozen Marsh in Utah: In his home state of Utah, Casey Smith hunts a frozen marsh and targets a hole in the ice. In the thick of winter, late season birds keep the water moving and the ice at bay as they feed. Hiding in white suits on the ice among silhouette decoys, Casey and his mentor Tony wait for the ducks to fly in.

Brownells Launches New “How To Build an AR-15” Interactive Video Series

In the face of growing online censorship across many popular social media sites, Brownells has launched a new Internet resource to help customers learn how to build their own AR-15 rifles at home.

Hosted at www.brownells.com/HowToBuild, the new website features step-by-step, interactive videos professionally filmed in the famous Brownells video studio. Featuring Brownells Gun Tech Caleb Savant, the videos detail the AR-15 build process with easy-to-follow directions and expert advice.

“Several social media platforms have banned videos and other content showing how to build firearms,” said Brownells VP of Marketing Ryan Repp. “Because of Brownells’ long-time support of the Second Amendment and individual freedom, it made sense for us to create a professionally produced video and resource center to assist rifle builders of all skill levels make the rifle of their dreams in the comfort of their own home or workshop.”

The videos have an easy search button on the upper left-hand corner, allowing viewers to jump quickly to specific chapters to find the information they need.
